Meeran Chadha Borwankar was born and raised in India. She is a retired Indian Police Service (IPS) officer from the 1981 Maharashtra cadre. With a career spanning 36 years, she has held several key positions in Indian law enforcement, including Director General of the Bureau of Police Research and Development (BPRD) and Commissioner of Police, in Pune. She is also an author, motivational speaker, and advocate, known for her contributions to law, human rights, and gender equality.

Early life and education


Meeran pursued a Bachelor’s degree in English Literature from Guru Nanak Dev University, Punjab, and later completed her Bachelor of Laws (LLB) from Savitribai Phule Pune University. She also holds a Doctorate in Organizational Management. Borwankar is a Hubert H. Humphrey Fellow, having completed a mid-career leadership program at the University of Minnesota, USA, and an Executive Development Program from the University of New England, Australia.

Career


Meeran Chadha Borwankar joined the Indian Police Service (IPS) in 1981, becoming one of the few women to hold significant leadership roles in law enforcement. Throughout her career, she served in several high-ranking positions, including:

Head of Maharashtra Prison Department

Superintendent of Police, Aurangabad and Satara Districts
Deputy Commissioner of Police, Mumbai (Port Zone, Zone IV, and Crime Branch)
Head of Economic Offences Wing, Central Bureau of Investigation (CBI)
She was the first woman to serve as District Police Chief in Maharashtra, setting a milestone for women in law enforcement. Post-retirement, she serves as an Independent External Monitor (IEM) for major public sector organizations and is a member of the Core Advisory Group on Criminal Justice System Reforms under the National Human Rights Commission.
